内容記述 | Abstract. The Japanese economic system formed during Japan’s period of swift growth has sunk into a malaise under great changes in the economic environment after the period’s end. In particular, the financial system, which performs essential functions for sustainable investment in innovation, such as evaluating, monitoring, and controlling firms, enforcing disciplines of management, improving values of firms, risk evaluation, and risk sharing, has sunk into a malaise from its inability to adjust to great changes in the economic environment, and has become the primary reason why the Japanese economy has lost its growth power. Based on such understanding, financial reconstruction strategies included “Changing capital flow from public to private sector,” “Securitization and liquidation of credits,” “A national commitment to foreign investment,” and “An opening of domestic investment.” However, these strategies have been delayed, and “Changing capital flow from public to private sector” especially has not only been delayed but also become “Capital flow from private to public sector.” It is very difficult to realize the other strategies without attaining “Changing capital flow from public to private sector.” This paper clarifies the essence of the great changes in the economic environment after Japan’s swift growth period, and presents the need for financial reconstruction strategies. This paper also reveals the causes of stagnation of “Capital flow from private to public sector,” and proposes four strategies to realize “Capital flow from private to public sector.” |
