| 内容記述 | There has been a marked change from the command and control approach to water resources management which centered on dam construction. If a mechanism which can trade water freely among users can be built, it is cheap and it is possible to transfer and use water without depending on dam development and its accompanying huge fiscal expenditure. In recognition of this, the water trading market has developed in the United States, Australia, and other countries. Although the water trading market of Australia serves as the world’s largest, Australia is still undergoing various reforms. In this paper, we undertook comparative research between water rights of Australia and Japan, and consider the appropriateness for fixing a water trading market to Japan. Consequently, the three following subjects became clear: (1) Establishment of the water law which enables water trading market and new water resources management based on the principle of ecologically sustainable development. (2) Construction of an electronic registration system and settlement of accounts system for supporting an efficient water trading market,namely foundation of the “Internet Water Trading Market”.(3) Unification and reorganization of water resources management administration system which takes the responsibility of both sides of preservation and development. |
