Yet this paper will discuss\nthe opposite of these types of travel: namely,\nlow-class trips by what the author calls “fictitious\nrailways.”\nThe mysterious and fictitious railways run by\na private logging train company existed briefly\nbefore the Second World War on the southern\nedge of Shikoku Island, and vanished without\nbeing noticed. People used the service to enjoy\na scenic view of a valley with a famous waterfall\nfrom a train that did not have a roof or even\nseats.\nTrolley trains on Yakushima Island - a World\nHeritage Site - and the Kurobe Gorge have\nbeen serving the same function for tourists. But\nthe Shikoku one is unique in that a car with\nseveral adult passengers was pulled by a western\ndog up a several-kilometer slope to the waterfall.\nThe train service was sold to tourists by the\nSightseeing Railways, which was founded and\nrun by a cooperative association of the owners\nof a local mountain and forest. Even though\nthe association was approved by the Ministry\nof Agriculture and Forestry, it did not have a license\nissued by the Railway Supervision Bureau\nto operate a commercial train service. Thus, it\nwas an unlicensed, fake railway company.\nSo why was it able to provide the service?\nThe answer can be found through examination\nof similar unlicensed railways operating in\nHokkaido at the time of its original development\nin the 1930’s.
