As the first step forward,\nthis paper focuses on the public housing estates\ndeveloped by Singapore Improvement Trust\n(SIT), which was the predecessor of HDB and\noperating from 1927 to 1960.\nAn examination of earlier research on SIT\nreveals that no sociological studies have been\nconducted on SIT, but there was a study done\nin the field of public administration that compared\nSIT and HDB, with the formulation\nthat SIT was inferior to HDB, an organization\nthat has contributed to the nation-building and\nsuccess of Singapore. This formulation is same\nas the one created by HDB, and has become\nabsolute in a society where most of the population\nmust live in estates under HDB.\nHowever, the fieldwork undertaken by the\nauthor on the SIT flats that remain reveals that\nthey continue to serve as very good housing\nand are excellent places to reside.
