In particular, the financial system, which performs essential functions for stable investment in innovation, such as evaluating, monitoring, and controlling firms, enforcing disciplines of management, improving values of firms, risk evaluation, and risk sharing, has sunk into a torpor from its inability to adjust to enormous changes in the economic environment, and has become the primary reason why the Japanese economy has lost its growth power. Based on such an understanding, financial reconstruction strategies including “changing capital flow from public sector to private sector” and “changing household assets from savings to investments” have been proposed. However, the formulation of these strategies has been delayed. The previous paper showed the causes of stagnation of “capital flow from public sector to private sector” and proposed four strategies to realize it. This paper reveals that “changing household assets from savings to investments” is an inappropriate strateg y to efficiently change household assets into capital assets.
