Regarding Japanese economic development before World War II, attention has been focused more on the\neffect of stock market functions, rather than lending by banks and other financial institutions.    In this thesis I took a brief overview of the relationship between the lending activities of banks and other financial institutions in the prewar era, and studied the relationship between bank lending and industrial\ndevelopment in each prefecture by statistical\nmeans. What the study shows is that, at least in\nthe years before the enforcement of the Banking\nAct, bank lending in each area had a positive impact on local industrial development.\nHowever, after 1928, when the Banking Act was established, the impact of such lending apparently wore off.
