This paper, being featured in the German case as one of the EU member countries, addresses its results and\ndiscusses trends in employment policy and social inclusion policy under\nthis framework.\nParticularly this paper focuses on the role of local government in the “fight against poverty”, in the view of the special circumstances in German\npolicy. In Germany under the so-called Hartz-reform “basic security\nlaw for job seekers” (SGBII) was enacted in 2005, which unified the implementing bodies to support the long-term unemployed. On the other\nhand it is discussed and not at an end yet, which body should implement\nand play responsible for SGBII, federal government or local governments.\nIn Germany from the perspective of integration the people receiving\nsocial assistance into the labor market, local governments have been\nworking with the actual active labor market policies from 1990 s. The Hartz-reform was made for the coordination of the employment policy\nbetween federal government and local governments, and these have\ncaused the complex situation of administrative and financial relationships between the governments of both level.\nThis paper, standing on the essential prerequisite for building a safety\nnet and income security by the central or federal government, discusses\nthe important role of local governments on the inclusion of the excluded\npeople into the social and working life.
