Robert D. Putnam proves this trend with rich data. However,\nbefore “Putnam Shock”, scholars called republicans or communitarians\nhave addressed the decline in civic participation in public affairs. They attributes the trend to free, independent, and unencumbered persons\nformed by dominant public philosophy, Liberal Democracy.\nRepublicans and communitarians emphasize that liberty requires selfgovernment\nand that self-government can not live without optimum-sized\ncommunity in which citizens talk about public affairs and make consensus.\nThey consider neighborhoods the most ideal level for selfgovernment\nof citizens. Needles to say, Tocqueville’s American Democracy.\nmakes influence on formation of the idea. However, neighborhoods have been the core of community in which people gather and discuss\ncommon affairs.\nIn this article, the author describes some examples of “neighborhood self-government”, such as community development corporations.
