| 内容記述 | Shiga University organized the Awaumi Regional Policy Forum, together with local government groups within the prefecture that have comprehensive cooperation agreements, and has been hosting the “Manabinaoshi-juku (or ‘Relearning School’) for Regional Community Revitalization Planners” since 2006. The objective of Manabinaoshi-juku is to enhance the policy planning abilities of people in the regional public sector in order to prepare for a decentralized framework. My five years of experience at Manabinaoshijuku as of the end of 2010, having served as the principal since its inception, has led me to believe that human esources development in the regional public sector is essential in creating a decentralized government and that this program fully addresses this need. Initially the program was a self-funded operation, but in the following three years it was designated by the Ministry of Education, Culture, Sports, Science and Technolog y as a program eligible to receive grants. Later, the cost would be borne by entities sending personnel to train in the program. This transition was only possible because the program has been deemed beneficial over the years. The advantages gained by this program must be verified, and the knowledge acquired over these five years must be shared as intellectual assets. To this end, this study clarifies the framework and actual operation of the program, and discusses the knowledge gained through it, as a means to develop human resources in the regional public sector. |
